Francis "Frank" Phelan - Obituary

rancis B. Phelan, Jr, “Frank”, 84, a resident of Maryland for over 50 years, passed away on Friday, August 8, 2025, in Severna Park, MD, surrounded by his family. Frank was born on January 31, 1941, in Newport, Rhode Island, to the late Francis Sr. and Helen G. Phelan. Frank served his country in the United States Army. He was a parishioner of Our Lady of Sorrows Catholic Church in West River, the DC Hand Dancing Club, and served Anne Arundel County as a Reserve Officer with the Anne Arundel County Police from 2004 – 2021. Frank was an avid golfer and enjoyed golfing at The Golf Club at South River. He also enjoyed dancing, travelling, his church, and spending time with his family. In addition to his parents, Frank was preceded in death by his loving wife of 23 years, Gina S. Phelan, and his siblings, Rob Phelan and Brenda Stubbe. He is survived by his children, Timothy Phelan and his wife Lisa and Katherine Pagani, his brothers, Nick, Jim and Steve Phelan. Frank is also survived by his 8 grandchildren, Carly Bearor and her husband Timmy, Matthew Phelan and his wife Allie, Gina Pagani, Jennifer Pagani, Juliana Pagani, Sean Phelan, Paul D. Pagani, Anthony Pagani, his 5 great-grandchildren, Abigail, Isabelle, Brandon, Belle, and Olivia, and his longtime companion Kathleen Suit. Family and friends are invited to celebrate Frank's life on Thursday, August 21, from 3 pm to 5 pm at the Kalas Funeral Home & Crematory, 2973 Solomons Island Road, Edgewater, MD 21037, where a funeral service will begin at 5 pm. A graveside service will be held on Friday, August 22, 2025, at 11:30 am at Gate of Heaven Cemetery, 13801 Georgia Ave, Silver Spring, MD 20906.
